 Ladies and gentlemen,

Thank you for giving me the opportunity to speak with you today. My name is Robert Beers, and I’m running for the U.S. House of Representatives in South Carolina’s 1st District. I am not a career politician. I am a working-class American, a father, a husband, and someone who has experienced the economic, social, and medical failures of our current system firsthand. I am here to present a campaign that is not just about changing one district, but about helping lead a national movement that restores real power to the people.


Core Vision: The American dream has become unreachable for too many. My campaign is built on one fundamental principle: government should work for the people, not for corporations, special interests, or the ultra-wealthy.

I’m offering bold, achievable policies to create a future where every citizen has a voice, an opportunity, and dignity. This isn’t a campaign of empty slogans. It’s a comprehensive blueprint for rebuilding America from the bottom up.

29th Amendment: Direct Democracy with Citizen Oversight & Judicial Integrity

 

The 29th Amendment – “People’s Sovereignty & Accountability Act” (Modernized)

Section 1: Power from the People

  1. All federal laws, treaties, and major executive actions must undergo a national referendum if 3% of registered voters petition within 90 days.

  2. Congressional votes are initial approvals; final passage requires a popular majority vote via secure national digital vote.

Section 2: Citizen Override & Constitutional Change

  1. 5% voter petition can trigger a binding referendum to override any federal law or policy.

  2. Citizens-initiated amendments: If 10% of voters petition, any constitutional amendment bypasses Congress and, upon 55% majority vote, is directly embodied in the Constitution.

Section 3: Citizen-Integrated Governance & Transparency

  1. Legislative committees must include randomly selected citizen panelists with equal voting power alongside lawmakers.

  2. Public hearings and votes must be streamed live, with AI highlighting corporate affiliations of members.

Section 4: People’s Justice & Oversight Mechanisms

  1. Citizens may petition (8%) for a temporary referendum review of Supreme Court rulings; if approved, Congress must enact corrective legislation.

  2. Public Corruption Tribunals:

    • Citizen juries preside,

    • No presidential pardons,

    • Verdicts and penalties subject to no further appeal.

Section 5: Economic Democracy

  1. Corporations that harm public welfare can be dissolved or restructured via citizen referendum.

  2. Mergers, bailouts, and large trade pacts require public approval by simple majority.

Section 6: Citizen Accountability Officers

Each district elects a Citizen Officer with authority to:

  • Investigate or detain public officials on credible corruption allegations,

  • Freeze assets during investigation,

  • Collaborate on election integrity.

Section 7:** Judicial Oversight Council**

  • A nonpartisan Judicial Oversight Council (JOC) composed of citizens, judges, and former jurists will:

    1. Review impeachment trials for fairness, rejecting political vengeance.

    2. Audit Citizen Tribunals for procedural integrity.

    3. Ensure Supreme Court referendums are grounded in constitutional fidelity, not political impulse.

Section 8: Enforcement & Consequences

  1. First Offense: Civil penalties and mandatory public restitution.

  2. Second Conviction: Suspension from office, civil-service assignments, loss of benefits.

  3. Third Conviction: Permanent prohibition and potential incarceration; assets forfeited.

Section 9: Finality & Supremacy

This amendment overrides any conflicting federal or state laws or precedents. The sovereign will of The People, legally expressed via this framework, is final, binding, and inalienable.

  • Establishes a Nonpartisan Judicial Oversight Council to monitor fairness across all people-enforced legal processes.

  • Ensures referrals for referendum or tribunal actions comply with constitutional standards.

  • Prevents abuse or politicization of the system by adding a constitutional check on citizen-led enforcement.
