29th Amendment: Direct Democracy with Citizen Oversight & Judicial Integrity

 

The 29th Amendment – “People’s Sovereignty & Accountability Act” (Modernized)

Section 1: Power from the People

  1. All federal laws, treaties, and major executive actions must undergo a national referendum if 3% of registered voters petition within 90 days.

  2. Congressional votes are initial approvals; final passage requires a popular majority vote via secure national digital vote.

Section 2: Citizen Override & Constitutional Change

  1. 5% voter petition can trigger a binding referendum to override any federal law or policy.

  2. Citizens-initiated amendments: If 10% of voters petition, any constitutional amendment bypasses Congress and, upon 55% majority vote, is directly embodied in the Constitution.

  3. Third Conviction: Permanent prohibition and potential incarceration; assets forfeited.
